It's definitely intentional. The PDFs aren't searchable, either unless they've been OCR'd, which keeps their contents from being surfaced even in that website's own search.

I was looking for Whataburger's ingredients the other day and got sent to a PDF. The link says Nutritional Information & Ingredients. Does the PDF have ingredients? No. You're just SOL.
