DC police suffer ‘massive’ info leak after ransomware attack

With an annual budget of ~$550m, it seems like they could have paid $4m and not just offered a $100k low-ball. It's fine to not pay ransom but they should have known this would be the outcome.

Edit; it's about the same ratio as making $40k a year and getting a speeding ticket.
