I disagree, they are making an implicit threat that a lack of tracking on iOS will eventually cause Facebook to cost money.
It is of course an empty threat if you understand Facebook’s financials, but they’re still trying to plant that seed in users heads.

You actually posted:

Which has multiple interpretations and is quoted without acknowledging that it is a partial quotation. If you thought the "...of charge" was unimportant you should indicate to the reader that you are modifying the quotation by using ellipses.
