CEOs of walmart is diversifying his assets

so I was reading this K-8 and it doesn't seem right to me that a CEO is allowed to sell stock over a 24 month period since he discloses it earlier. this basically means that the longer time goes on the less incentivized he is to make his company succeed. can anyone comment on this.
