No, it is decided by voters and reported by CNN (according to projections which all major news sources are now reporting). Although this is probably off-topic for HN.
They are not reporting, they are projecting and given how this election has been going, we don't need to hear CNN's projection as fact anymore than we need to hear Trumps'

No, it is decided by voters and reported by CNN (according to projections which all major news sources are now reporting). Although this is probably off-topic for HN.
Before then, we can expect shenanigans, and we don't have a constitutional president. After then, we do.
We have an indirect democracy. Electors, in abstract, could vote to put the actor who plays Barney into the presidency. A few states have laws require electors to follow voters, but even there, electors can break laws.
We have a pretty good idea of who the president will be after voting, but that's how and when it becomes official.
