Yeah, this seems like a terrible way to actually learn ML. Maybe it's for business-type people who want to stay up to date on the buzzwords?

Practice. Get some data set and try to make a classifier according to the various techniques.

I think drawing your own flash cards/ illustrations while taking a course like Andrew Ng’s Coursera course is a good way to start.
