Pull Requests Considered Harmful

So what are the arguments? So far, I have seen the bare claims that “pull requests are for OSS” and “code reviews are a waste of time”, but those statements had no supporting evidence/arguments whatsoever. (And they seem to be conflated, too - did you know you can have pull requests without code reviews?)
