#2It's describable at the quantum level but appears at the macro level as well. Relativity is based on exactly this. reality is based on the position of the observer RELATIVE to the thing being measured. If a you measure a photon it says you are standing still. Yet when you measure a photon it is moving at the speed of light. Both realities are true relative to the observer.
