Ask HN: Why some programmers talk too much and dont produce a complete feature?

My experience shows that some programmers have a tendency to talk too much and not produce any actual results.

Those programmers sometimes understand a lot about the mechanisms that makes things work, however those same programmers seem to never produce any actual feature.
