Nope. You're probably thinking of the $25m the Saudis gave to the Clinton Foundation, a non-profit humanitarian organization.

(No hiding behind shell companies or transferring funds anonymously; completely out in the open.) Are there any laws or systems currently in place which would stop them from doing that?
