It's already possible to start a business on the E-2 visa. Additionally there's the startup visa that Obama was spearheading. It will be interesting to see if the startup visa goes ahead, and if there will be any changes in volume / difficulty of obtaining the E-2...

From my rigorous research, Trump has only mentioned illegal immigration, which is illegal, and H1B exploitation in regards to immigration. Also the recent banned country spate, which is temporary.
My guess is beyond the H1B nothing it likely to change unless it is being exploited by large multinationals to reduce wages.
