Get to equal videos across all regions and then ban proxy use, which will be made redundant by the service quality the market is indicating they want.

#3Pardon my ignorance, but why are they policing this? It seems like they would be better off continuing to look the other way. Are the on the hook for not punishing proxy users?

I'd guess it's out of their hands. Both restricting proxies as well as offering the same content.
