I'm not at all convinced that's the case, unless it comes out that the targeting was extremely broad (like if Israel was just putting bombs in every pager going into Lebanon rather than targeting a specific shipment going to Hezbollah) I don't think there's really any new risk for other countries.

Where is the line between war and terrorism ? This attack is quite indiscriminate. There are already videos circulating of random people being collateral damage. I'd say the pager bombing was as /surgical/ as one could possibly be.
A very sophisticated and targeted attack, putting tiny amounts of explosives in devices used by terrorist-linked individuals (ONLY Hezbollah were using the pagers because of their paranoia about Israeli monitoring of cellphones).
An example of an /indiscriminate/ attack is Hezbollah's firing of unguided rockets into Israel's civilian areas. In July, for example, a Hezbollah rocket killed 12 children playing football in the Golan Heights. THAT is indiscriminate killing.

It would be trivial for a Mossad-level adversary to get around this. The pager explosives were disguised inside the battery, not around it. If you replaced the iPhone's 4500mAh battery with a 3500mAh one containing RDX and a 3G radio, you'd have to be mega-paranoid before you noticed the difference.
This is exactly the sort of hubris modern intelligence agencies rely on in order to exploit your misplaced trust. Apple's hardware security, much like their software security, is mostly predicated on marketing and not the transparent or accountable defense of your device.

If these things didn't happen, there could have been lasting peace by now. But I expect to see more carnage from both sides for the next 5-10 years at least, until moderate voices on both sides take over and some new agreement can be not only reached, but actually implemented.

A 10 year old girl died too. They took no precautions to limit damage bystanders even assuming every person with one was a BadGuy™ which makes it terrorism and reprehensible.
But a collateral from targeted attack people lose their mind. Much moral. Very righteous.
