This would be fine if you fired them far behind the front. The problem is chemical weapons “are less effective than an equivalent [mass] of conventional, high explosive munitions (or, at levels of extreme escalation, tactical and strategic nuclear weapons)” [1]. That’s why the only folks who deploy them anymore are those without modern militaries fighting non-modern adversaries.

A few engineered viruses can go a long way cheaply. Problem is you cannot control the spread. You need to have a vaccine ready for the blowback.

You should have kept reading. The article goes into quite a bit of detail on this debate and how the CIA was preparing before their confessions to explain that they were forced to say things. There is a rich story around many people and their different accounts.

I base my opinon on the following:

1) Gain of function research was being done in China by Ecohealth Alliance, funded under a program headed by Fauci. The most logical motivation for this is bioweapon research. Testimony to this fact was solicited by Rand Paul in congress. Covid was made in a lab.

2) The US did send Al Qaeda prisoners to Black sites in Eastern Europe for enhanced interrogation (torture). This establishes a previous willingness to skirt international rules.

3) Given the geopolitical situation, I do think that the government in Ukraine would do almost anything the West asked of them.

Big claim at the end there. The FBI agents assigned to that investigation themselves admit they are not sure Bruce Ivins was their man. Nor if he was, that he acted alone. Even if it was just him, no evidence of motivation was ever found. Truly one of our nation's great unsolved mysteries.

No it wasn't Bruce Ivins, the anthrax powder in the envelopes was a highly sophisticated preparation and Ivins didn't have access to the necessary technology (electrospray aerosolization of pure spores in a specific solution designed to make them maximally aerosolizable when dry).

If you look up 'electrospray technology for vaccine production' c. 1999 you'll find the culprits. In West Jefferson, Ohio, acting under CIA government contracts delivered to Battelle Memorial Institute.
