They gave Obama the peace prize before he had done anything. He even mentioned how weird it was in his speech.
I think we can say that the image of that prize is already in the mud, but of course giving it to Trump at this point would finish it off.
The memorandum also said they would provide assistance, they are not keeping that promise.
The Budapest Memorandum basically only required the USA to bring any violations to the UN Security Council, which we did in 2022.
