Enable automatic subtitles and watch a few videos... do you think that's working ? Also, youtube is not english-only, and automated processing of anything other than english is even worse!

Seems very pragmatic to me. Actually "If people feel uncomfortable watching it in public" is vague but reasonably good guideline. It has to be nary impossible to draw the line in so many cases, but the guidelines seem reasonable and the line will roughly get drawn about there.

Your point is appreciated, but keep in mind that these are people's livelihoods. They're in a vulnerable position, and change is a big deal for them. Fairly small changes to the YouTube landscape could mean major changes to their income and business viability. Change a few bits of a suggestion algorithm and the kid making $11 million per year playing with toys could be out of business overnight. It's the same reason…

Since the number of categories is limited, even if large, there will always be weird videos that don't strictly fit into any category. It's a slippery slope argument, it doesn't mean we shouldn't organize information better. This particular video can be under Art > Drawing > Coloring I don't see anything damaging about it. Yes, it's weird, but so what?
