Fair enough, allow people to click "send to nvidia" upon an actual crash, and allow a permanent opt-out. Isn't this the way companies have been handling crash reports since... forever?

I think most of the people who care about this sort of thing don't play games much anymore or are just used to it. Most games do something similar now.

Well, I simply uninstalled the whole thing. Will download drivers manually now. Same for razer synapse. Anything that requires me to have an account for no obvious reason has no place on my system.

No, crash reporting is easily done with logs, preferably in some format you could redact any sensitive information from. This seems more like the "I will secretly phone home and not tell you about it or what I'm sending" kind of thing. These are GPU drivers. I have an nVidia card, but it's rather old and I have not updated the drivers on it past a version that just seemed to cause occasional crashes. It works fine for what I need, and is somewhat disruptive to change. As a believer in the "leave it alone if it works" principle, and especially after this news, I'm probably not going to try any newer drivers now.
Absolutely reasonable if your windows box is used for mundane web browsing / programming and the occasional video, but that doesn't fly for a gaming machine; some games will exhibit bad performance or will plain crash with old drivers that don't incorporate the regular fixes/workarounds added by nvidia (and amd does it too). maybe opt-in rates are low because people dont want the data sent? Assuming they are wrong because it makes your job harder is a pretty self serving deduction.
Giving even the slightest incentive to send data brings those numbers up extensively even if what you get is meaningless.
Basically humans need a reason to tick a box.
This is why this is under GFE which gives you value added services.
