It's in the part you quoted: They don't want to be interrupted by phone calls while they are working. Because they are very busy with other stuff. People working in restaurants are always on their feet doing something.

Taking online orders helps them ease a bit of a burden without having any negative effect for the customer experience.

Random pho restaurants (or whatever) are usually literal mom-and-pop shops and asking these people to put up (and maintain!) a website is usually too daunting for them. These are the places that tend to end up with only a facebook page or an insta. I’m saying that even if I blindly accept that it’s actually 30%, that’s not much. Calling it rare seems much more reasonable than calling it common.

Nobody cares until the automated trust and safety bot bans an account for no apparent reason and you can't contact a human for help. Before that happens though, how do you get someone to care? If people wanted to have a website, they would. The truth of it all is that most people like the walled garden, the sandbox, etc. It's predictable, it's knowable with limited effort, and it creates the desired illusion for a nominal fee. There is no revolution to be had, the people have made (and are continuing to make) their choice. This is technology at scale, for better or worse.

not 100% true - I know some friends that would like a website, just they haven't found the means to get one. Even WordPress can be somewhat complicated to setup sometimes.
