Considering musks history, its also possible he doesn't actually want the deal and is doing it for other reasons. While I think the purchase of Twitter was ultimately in his favor, he definitely had buyers remorse back then.

By sending the message that he wants to buy at 97B, he could imply that 260B is clearly exaggerated and create fear for these investors.
