Without providing actual support like money , the government saying they encourage open-* AI is no more meaningful than me saying the same thing. In fact, if you open the PDF file and navigate to that section, the content is barely relevant at all.

We're clearly in an era where the US Govt simply doesn't have enough money to throw at everything it wants to encourage, and needs to develop alternate means of incentivizing (or de-disincentivizing) those things. Sensible minimal regulation is one, there may be others. Time to get creative and resourceful.

I wonder how this intersects with their interest in "unbiased" models. Scare quotes because their concept of unbiased is scary.

Elon gives an unvarnished look at what they mean by 'unbiased' with respect to models. It's rewriting the training material or adding tool use (searching for Musk's tweets about topics before deciding it's output) to twist the output into ideological alignment.

after the pandemic, i see the pattern everywhere. newsflash: it doesnt matter what you "plan". you wont do it. because you cant. it´s called state incapacity. you´re institutionally incapable. prediction: nothing will follow from this except the low effort stuff (i.e. nothing but speeches and expenses)

I don't see this as a problem of only one party or one end of the political spectrum.

Congress is full of politicians getting rich off of investments that almost certainly are informed by insider information.

During the pandemic we saw plenty of examples across the political spectrum of those in charge pushing harsh rules and lockdowns on the public while ignoring it themselves.

The list could go on, bit this isn't a conservative problem even if it may be more prevalent there.

Only if you anchor the baseline of "deserve" to private property rights and open markets. It's a fine foundation for civilization, but it's still "just like your opinion man". You could have different viewpoints of deserving, such as strongest-wins: "If I can steal 'your' stuff, I deserve it". This is how things work in nature. On the other extreme, you can say "everyone deserves exactly the same" (as in equal outcome). For the former, being imprisoned for theft is an intervention in their moral code, whereas for the latter, protecting free (in their view exploitative) markets is an intervention. Property rights fundamentalism is kind of radical centrism in the grand scheme of things.

How is "being happy from helping others" not having emotions? To me happiness is an emotion, and deriving it from helping others is a perfectly normal reason to be happy even for humans.

Not all humans are perfectly selfish, so it should be possible to make an AI that isn't selfish either.

The idea is to dominate AI in the same way that China dominates manufacturing. Even if things are open source that creates a major dependency, especially when the secret sauce is the training content - which is irreversibly hashed away into the weights.

I think the only way to dominate AI is to ban the use of any other AI…

There can be infrastructure dominance, too. It's difficult to get accurate figures for data center size across FAANG because each considers those figures to be business secrets but even a rough estimate puts the US data centers ahead of other countries or even regions.. the US has almost half of the world's data centers by count.

Transoceanic fiber runs become a very interesting resource, then.

Say someone has an ideology where they believe 70 year olds shouldn't have to work and need to be provided for by the community. What aspect of that would be anchored to private property and open markets? You could believe that and also believe in communal property and closed markets.
