Of course it does. Look at any construction site next to a road where trucks are constantly stopping and cranes are operating. They’ll have part of the road cordoned off, or otherwise under their control.

Every day, millions of road users, drivers, pedestrians, cyclists go around cyclists and wait for pedestrians to clear the road before proceeding.
I don’t know what planet you’re from, but the roads are literally a shared resource for the benefit of all.
