Is higher education really crucial for pushing something forward? Even if he isn't an AI expert, there is lots of stuff surrounding the technology that needs doing, for example massive amounts of funding, which he seems to have been pretty good at securing.

That's the curse of specialisation. You can be really smart in one area and completely unaware in others. This industry is full of people with deep technical knowledge but little in the way of social skills.
