TAI is independent of the altitude. The clocks that were used to build TAI (its a co-ordinated average of dozens of atomic clocks around the world) became sufficiently accurate that the difference in each second based on the altitude of the clock measuring it in the early 70s. Dissent, because for those of us who have never heard of such a connection (myself included) it is /not/ a euphamism but rather a safe epithet that the use of which never got anyone accused of "foul langauge" nor got anyone threatened with "mouth washed out with soap".

Huh, so they want to go from small, frequent anomalies to large, infrequent anomalies. I think "never" is going to be exactly accurate; once we reach 1 minute of offset from astronomical time, everyone will be too afraid to adjust UTC because we'll have had a couple centuries of complacent software written in the meantime. Got it!

woah, do you have a link on that? It was from a skit on the Colbert Report (can't remember the episode). He talks about how NASA added a leap second and then pulled out this comical "second-by-second" year planner and said his plans are ruined because he doesn't know what to do with the extra second. Wish I could remember it.
