You can't forbid judicial review. The supreme court has the ultimate power.
It is generally accepted that Congress could theoretically prevent the Supreme Court from hearing all other cases, so long as a different court could hear the case so that there is judicial review. https://en.wikipedia.org/wiki/Jurisdiction_stripping
