PocketCasts actually granted previous purchasers a free Pro subscription in perpetuity because of community backlash. That one really annoys me because I would happily pay $5 for Pro PocketCasts functionality for a year or two, but I'm not going to pay a recurring fee every month since I don't care about any cloud storage or sync functionality. I own Lightroom 4.0 from 2012 (that's 10 years ago). It doesn't have the latest features, but it's still a very capable RAW processing software. It's still an immense period of technology time - OS and hardware vendors don't support their products "forever": it's not sane to do so
Run 10-year-old hardware/OS if you want ... but you should expect increasing issues over time

I have no idea what version 21 vs version 20 of some hypothetical piece of software is in every case though, the odds are quite good that version updates are improvements (security, platform support, features, etc)
As for the second part, that's not been my experience with commercial software at that point in its life at all. Maybe yours has differed.
