When I went to europe I was surprised by European houses being heated like ovens during winter, with temperatures beyond 20c in some cases. Being from Southern South America (with my native city having a climate roughly similar to that of Ireland) I was used to houses being "fairly cold" during winter, with interior temperatures of 5~10c, we just fight the cold by wearing more clothes and going to bed early!

I live in South Africa which can get pretty chilly in the winters, but people generally don't understand insulation, so they just tend to put more clothes on, or just wear a kortbroek in the summer. Is Pakistan winter humid and windy ? That does play a role on perceived cold. Variations in temperature as well I believe.
