This is jargon for Jews. It's based on the theory that Northern European Jews are descended from the Khazars. This particular theory of Jewish origins is popular with anti-Semites (for some reason) but doesn't have much evidence to support it. Even if the hypothesis were true, I don't know why it should undermine the Jewish community in any way.
