No, it's malice. No one who gets into such a position can be that unaware. Malice comes in small ways too, not caring how your shitty design impacts people is a form of malice.
Not to put too fine a point on it, but this behavior changes one mouse click on a rarely used workflow into three. The only reason people are getting upset about it - the only impact, as you put it - is the cognitive load of providing a reason when they just want the computer to shut up and do what they asked. #273The newer versions of Windows seem to care less and less about what the user prefers. This is emblematic in the message boxes that offer a choice between Yes and Not Now/Maybe Later. It takes real effort to make Windows accept a No.
Windows is a hot mess in this regard. Apple still irks me, though. Boot Safari, go and download Chrome. Install it. Which isn't silent, and requires multiple manual steps. Boot Chrome. "Do you really want to use Chrome? (paraphrasing) Keep using Safari (the default option) or Switch to Chrome" You know the user didn't accidentally download and install and start Chrome. Don't fucking ask.
The user might want to install Chrome without making it the default browser.

Chrome doesn't, and can't, install itself as the default in one step. Setting it as the default is a separate explicit action that the user has had to agree to. But Apple insists on asking separately to "make sure".

Just yesterday I was fascinated by the Bing bar adware in the DirectX installer[1] which is not even working in Win10 [2].

I prefer chris titus's windows script, automates the whole process.
I would not recommend that script. On the default settings it messes with quite a few group policies which for example ends up preventing Visual Studio from installing dependencies. (i.e. InstallDefault, which prevents webview2 from being installed)
I haven't had any real issues with it for what I do.
If you find that it breaks something, submit an issue to the git, I'm sure it can be worked around.

The same thing happened to me. Now I have two versions of "Documents" in different locations and not everything gets put in the same one. I'm done with Windows once 10 loses support, lately it seems like it's going out of its way to annoy me in as many ways as possible.
