Get O visa, as a PhD holder you should be fine. E visa is also a possibility, though it costs at least $100k to get in.

Depending on where exactly you are from, the Dutch process will impose an exam on you and an income requirement for your partner, and can take anywhere from 3 to 6 months. Easier process than in the US, but not exactly an easy one.
