It's a very cool building indeed. I did all the radio equipment for the facilities and security guys about 15 (and maybe closer to 20) years ago which you can't quite see in the enclosure in the middle where the air handling stuff is. For testing I spent most of the day touring the building with an analyser checking signal strengths and drinking excellent coffee.
Almost makes me want to pack engineering and get into insurance sales.

It's a desert so trees can't survive without irrigation. Since water is scarce as well, there aren't enough trees to cover the vast low density area.

IMO, that remains to be seen. China is still adding new coal capacity roughly equal to America's entire coal capacity, or about ~160+GW, just in 2025(74GW)/2026(90+GW expected) while retiring almost none.

But, isn't the albedo of a solar panel farm still way dark? It means the radiation is still being captured rather than reflected back up.
Even if it was just 0 albedo no generation, irradiation on whatever's parked beneath would be cut in half plus rest of (re-)radiation converted into far-ir. This is not unuseful. Just don't mandate this kind of thing in places where parking lots have to be cleaned up with bulldozers in winter.
