We don't really advertise ourselves as a Notion alternative, however Outline probably fulfills this promise a little better and can be self hosted + collaborative editing, translated into 12+ languages and has 5 years of active development. https://github.com/outline/outline

So? They said "Notion alternative", and Notion isn't open-source either.

I think the above used to be and then not? Atleast there is a deleted blogpost on it:

I guess the plan changed at some point. Additionally, any github link is default assumed to be FOSS, so it does help readers when it's pointed out that it is not.

Assuming any GitHub link is FOSS might get you into trouble eventually, there are a wide variety of licenses out there!
