I believe the low price tag is a result of 1. Low cost of manufacturing labor 2. Less strict regulation. Making this road legal or even just legal in any western country would cost a lot.

Don't forget the Ruble has crashed lately, this certainly helps.

You can find many extremes everywhere, but claiming that extreme is a common occurrence is not very honest.

Yes, I know what happens with ice roads during summer. That's why they are ice roads.
