If you aren't a slave to your vehicle there's no problem with the available space for car seats.
People in dense urban areas have way fewer kids for various reasons, one of which is it's much harder to deal with them on public transport.

This common sense mindset would invalidate so many 'safety' laws and I'm all for it. Studies make so many invalid assumptions (and usually don't even state them) to force the data / statistics to fit clean a/b or null testing. Worse. Some people even deleet all of there online banking, except, for an account that can recieve funds from online sources, and then deal with everything in person at the bank. Which then frees up devices to skip the whole closed source misery go round.
Here in NL you can't and there is this massive push to get a smartphone and a banking app. Hardware attestation coming to a device near you soon.
I would never use a bank that required a smartphone in order to access your money or do normal banking activities like transfers and payments. Fortunately here in the USA there are thousands of little mom n pop banks and credit unions, so I think we are safe from that madness at least until I’m dead and buried.

You’re getting downvoted, but a win is a win, and reduced birthrate/fertility is a huge and clear win on the planetary scale. Fewer people = less waste/pollution = smaller ecological impact = less competition over finite resources. If we find policies that reduce birthrates, we should always implement them.

Yep, there is like two brands that specialize in three across. A lot of new parents haven't yet realized that a carseat is wider than the average adult. Meaning that cramped middle seat isn't getting a third seat without very careful consideration and the right vehicle.
Diono and Clek, for those who are curious. It's coming to mainstream seats though. Graco has had the Slimfit3 LX out for a couple years now; we had 6 (3-across in a Toyota Corolla and Honda Fit) and they worked great except for the kids not really liking them. Britax has the Poplar and One4Life Slim; Chicco apparently added the Fit3x when I wasn't looking.
Why didn't your kids like them?

If they're too short to fit safely in a seat and use the normal seat belt without one, then yes, a 12-year-old needs a booster seat even if it's not a "child seat". In the UK the limit is 135cm, which is about the right height for the average 9-year-old, so you're talking about a very small 12-year-old indeed - a good 15cm shorter than average.
3rd percentile for boys at 12 years old.

In NSW the guide is the person should be > 145cm which is somewhere between age 9 and 14 for girls.

You can also usually just turn off the passenger-side airbag. I know there's been a button on every car I've owned to do so, for when you've got something heavy in the front seat that isn't a passenger.
I've never had a car where you could disable the passenger-side airbag. We did have a car like that in the 90s, but it didn't come that way from the factory: my mother had a mostly-irrational fear of them (she was on the shorter side, but not so short that it could actually be a danger for her if it deployed), so we somehow got an aftermarket mod that let her disable it when she was riding in that seat. Anyone without multiple kids hasn’t experienced how nice it is to have a car as a “destination” - once a kid is strapped into the car they’re safe and controlled and you can focus on the next one.
Wrangling 3 or more toddler and up kids in public can be hectic.
