I mean you might be right or wrong but declining population in California doesn’t mean that a lot of immigrants are moving there (and I of course wasn’t talking about all immigrants in general but rather people who might be on HN which aren’t exactly a random sample).

You have midterms for the Congress though?! That's ever 2 years and actually very frequent for a legislature

Only for the house. Senate is every 6 years.

The point though is that we don't have a good mechanism to remove a government that isn't meeting expectations. Impeachment exists, but it is very difficult and has never succeeded at removing a sitting president.
