Because he can, and because "owning the libs" is the whole modus operandi of the Republican Party that put him there. Seems obvious to me that the reason Trump uses tariffs is simply because that's the only tool available to him to exert his power. Tariffs let him wave his dick around. Cutting taxes requires passing legislation. Raising other taxes requires passing legislation.
