USENET had this (per-account killfile); ended up with a hack to do "global cancels" to try to contain spam, though. There's probably a role for both. The problem with individual user killfiles is you then end up with weird conversations where some people can't see some of the responses, leading to duplication and confusion. People aren't simply good or bad. There are a lot of people who are good most of the time, but occasionally assault someone. In fact, most of the people who assault other people probably only do it occasionally. Which means if you looked at random time slices from the lives of people in prison for assault, they'd almost always be doing something innocent.
