They still don't quite care though. For example in western Europe it's quite common to get threatening letters as soon as you start torrenting without VPN. In eastern europe this is not happening. Perhaps because copyright infringement is not really a criminal issue but more of a civil law one. Never had any threatening letters in NL, so perhaps this varies by country.
