This guy is kind of a tool.
The reason why in 2021 that many of the wages were contractors is that he fired and rehired a lot of them to satisfy that arrangement.
Last year he worked at DOGE and wrote a sobering blogpost about getting let go from there.
Safe to say he doesn't really care about what people thinks as long as he gets cash.
