Not everyone has a driving licenses. But the UK has a PASS scheme [1] which frankly speaking isn't very widely used or enforced. But yes, if they were to implement it, it is highly likely to be some private contractor taking insane amount of money for something that barely works. That wasn't my point at all. My point was, there are the application/validation systems and manufacturing already set up for driver's licenses. Anybody can apply for a provisional driver's license. That provisional driver's license is an acceptable form of photo id that shows your age,address etc already. So there is no need for an alternative/new system. If they want a "id" version of the provisional driver's licens…
But last part of my reply was more specially on Digital ID. Which current system does not help or hasn't been implemented.
