What are they scanning? Are they just trying to figure out what devices are in range?
phone calls and texts. It's not just metadata. You can switch to WhatsApp and Signal, but your whole Rolodex (remember them?) needs to switch too.

It's location tracking more than anything, so yes they would most likely be as the use all the same networks as a normal device

I’m sure that, on average, most people across the country don’t know or fully understand the implications (not just Texans). But I’m surprised the state government approved such a program in a state where people tend to be highly protective of their privacy, deeply suspicious of government overreach, and generally prefer to take matters into their own hands.
