It's likely a bug on HN's side that either caused the comment to get posted twice, or for the parent to think it hadn't posted and retry.

It's the same video that is used at [1]. It likely originated from an unnamed Indian news website.

Yeah it's a manual process for us to go through and figure out which comments have been duplicated and should be left un-merged. Hard to get right, especially in a fast-moving story with many submissions.
