You may want to check out Wordpress - WP is easy to maintain by non-technical people.

Wordpress has a list of hosting providers they prefer - like Bluehost. Bluehost lets you install WP in a few clicks - I have done it myself, and its easy.

Once you do that, you could choose from a range of free (or paid) themes to customize the look and feel of the site.

CNAME support kind of conflicts with "Not hosted by us, so when we go down...": When your DNS goes down (e.g. you are using your blog to inform your users about transferring webhosting from one provider to the other) your blog will also not be reachable.

For this it could be wise to have company-blog.com besides company.com.
