Excuse my ignorance - even if just a rethorical question: Is this not punishable? Isn't there some body aggrieved parties could report this too for sanctions? Even if through negligence - even through merely their (Chinese) "de-emphasizing" care about the amount of debris they generate - this could very well be a strategy to make it harder for everyone else to compete ...
