It would cost some money but one could quite easily create wifi jamming detection for a whole city. It's simply staying ahead.
It's far easier for people to get proper cameras that aren't relying on wifi or internet to function.

If theves are going to broadcast their crimes in advance it's stupid to chose not to receave the announcement.
