Downtime is productive. It recharges you, allows you to background-process your thoughts, fulfills your mind if you're doing something you love, makes you healthier if you're doing something active. Being productive in service to yourself is totally fine.
I'm the one who posted that post on bearblog and I want to make something clear. My working hours are from 7:30-17:30. But transportation takes an hour in the morning and an hour(at least) in the evening. So I added that two hours too because those two hours are no use to me. Is it because of visa constraints? Working hellish hours is unhealthy and often highly counterproductive.

No. I work in my home country but there is a high unemployment rate in my country. Opportunities are quite limited.

How does entrepreneurship look? Often if there’s high unemployment there’s a window to be the job maker.

That "sounds" hopeful but I don't have any fund and know-how knowledge. I might go for entrepreneurship way but it will also require lots of preparation in terms of ideas, funds and technical know-hows.
If you’re commuting 2+ hours a day buying a bus and helping other commute for $ could be a start :-). All just ideas, though.
