The Netherlands is
hard to move to. I had a Dutch friend who married outside of the country ~2005 and it took an initial application plus
two appeals to get his wife in (they now live there happily with kids).
I think the relationship between Holland and crime is based upon its central position within western Europe, its dominance of shipping (which provides a huge inter and intracontinental logistics industry in which to hide illicit activities), and unwanted criminal outgrowths of its historically progressive and leading culture of drug acceptance.
Somewhat amusingly, yet probably not causative in any way, in much the same way that Australia is often slammed jokingly as a country founded by criminals, there are aspects of truth to Holland (and Venice) being comprised in the past of social marginalia.
