While I think this is an interesting option to consider, wouldn't changing global DNS mostly impact users external to Russia? Would .ru still resolve inside Russia?

#15I can't help but think that this is a bit detrimental to average citizens. Am I reading this right? Wouldn't this essentially split the internet at Russia, and/or completely destroy the internet in Russia, by deallocating all IPs?
