Believed this for a long time. ELINT has been a part of US embassies and the WH since forever. I think the overwhelmingly most likely reason is an own-goal side effect of counter measures.

Overly aggressive sweeper designed to energize passive only surveillance devices?

IIRC, the Russian Embassy in DC has a line-of-sight with the Whitehouse... This needs a fact check, corrections encouraged.

It refers to patients with a compulsive-to-the-point-of-self-damaging focus on their condition, even if that condition is a diagnosed medical condition.
