It's intentional. Note how the number 1 and the exclamation mark are on the same key on the keyboard. It's an old internet joke that when you're over-excited you may not hold the shift key down the whole time you're adding too many "!!!!!"s.
My favourite variant on that one is

#17I see this post is getting flagged; IMHO personally, I learned something new from this post (that this typo is intentional) which I would not have learned otherwise.
