It's technically not illegal under the 13th amendment. > Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction. It's immoral and unethical, but it's legal. Not saying I agree with that part of the 13th amendment, I abhor it personally.

Given we pay so much in taxes for our prisons, I’m not convinced this is just covering their room and board.
